کارآمدی قدرت نرم اتحادیه اروپا در نظم‌سازی بین‌المللی: بررسی دیپلماسی عمومی و سیاست گسترش کارآمدی قدرت نرم اتحادیه اروپا در نظم‌سازی بین‌المللی: بررسی دیپلماسی عمومی و سیاست گسترش 1 https://epols.ir/dp-71-1901-article 1 اتحادیه اروپا به‌عنوان یک بازیگر بی‌بدیل در عرصه روابط بین‌الملل، توانسته است با بهره‌گیری هدفمند از قدرت نرم، نقشی مؤثر در ایجاد صلح، ثبات و گسترش ارزش‌های جهانی ایفا کند. این مقاله به بررسی منابع، ابزارها و محدودیت‌های قدرت نرم اتحادیه اروپا پرداخته و نشان می‌دهد که این اتحادیه چگونه با استفاده از دیپلماسی عمومی، جذابیت فرهنگی، حمایت از حقوق بشر و به‌ویژه سیاست گسترش، توانسته نفوذی فراتر از ظرفیت‌های نظامی خود در سیاست جهانی داشته باشد. یافته‌ها حاکی از آن است که فرآیند گسترش، به‌عنوان ابزار منحصربه‌فرد قدرت نرم اتحادیه، در ترغیب کشورهای پیرامونی به پذیرش داوطلبانه هنجارها و استانداردهای اروپایی مؤثر بوده است. درعین‌حال، چالش‌هایی همچون بحران‌های داخلی، نبود قدرت سخت یکپارچه و افزایش بی‌ثباتی منطقه‌ای، دامنه تأثیرگذاری این ابزار را محدود می‌سازد. این مطالعه استدلال می‌کند که در شرایط کنونی نظم بین‌الملل، قدرت نرم ـ به‌ویژه در قالب سیاست‌های چندجانبه‌گرایانه و نهادساز ـ همچنان مزیت استراتژیک اتحادیه اروپا در مقایسه با سایر بازیگران جهانی محسوب می‌شود. The Effectiveness of the European Union’s Soft Power in International Order-Building: An Analysis of Public Diplomacy and Enlargement Policy Mohaddeseh Ghavami Pour Sarshkeh Amirreza Mahmoudi Ali Jamshidi Poura Abstract The European Union, as a unique actor in international relations, has been able to play an effective role in promoting peace, stability, and the spread of global values through the strategic use of soft power. This article examines the sources, instruments, and limitations of the EU’s soft power and demonstrates how the Union, by leveraging public diplomacy, cultural appeal, human rights promotion, and especially its enlargement policy, has exerted influence beyond its military capacities in global politics. The findings suggest that the enlargement process, as a distinctive tool of the EU’s soft power, has been effective in encouraging neighboring countries to voluntarily adopt European norms and standards. At the same time, challenges such as internal crises, the lack of unified hard power, and increasing regional instability limit the scope of this tool’s influence. This study argues that, in the current international order, soft power—particularly in the form of multilateralist and institution-building policies—remains a strategic advantage of the European Union compared to other global actors. نقش انتخابات در روابط بین دولت‌ها بر اساس نظریه سازه‌انگاری اجتماعی الکساندر ونت نقش انتخابات در روابط بین دولت‌ها بر اساس نظریه سازه‌انگاری اجتماعی الکساندر ونت 1 https://epols.ir/dp-71-1863-article 1 انتخابات در مقام یک سازوکار دموکراتیک و یکی از عوامل حق تعیین سرنوشت باعث گردید تا پژوهش حاضر باهدف کاربردی از طریق مطالعه متون و منابع و نظرات صاحب‌نظران، به این سؤال پاسخ دهد، که انتخابات چگونه موجب روابط بین دولت‌ها می‌شود؟ در مقام فرضیه و پاسخ بـه سؤال، با روش تحلیلی ابتدا نظریه سازه‌انگاری اجتماعی الکساندر ونت و مهم‌ترین مفروضات و محورهای فکری و هستی‌شناسی آن موردبررسی قرار گرفت، سپس در قالب داعیه روشی بودن سازه‌انگاری به‌عنوان یک نظریه و روش پژوهش در روابط بین‌الملل نتیجه گرفت، نظریه سازه‌انگاری الکساندر ونت به علت اینکه مبتنی بر عقبه اجتماعی و صبغه معنایی است و بر ساختارها، عوامل فکری و فرهنگی، هنجارها و هویت در روابط بین‌الملل تأکید دارد و انتخابات از عوامل فوق تأثیر می‌گیرد و بر آن‌ها تأثیر می‌گذارد، به دو طریق یکی نمایش هنجارهای دموکراتیک شامل انتخابات آزاد و منصفانه، مشارکت و رقابت نهادمند، کسب و انتقال مسالمت‌آمیز قدرت و ایجاد سیاست‌های متفاوت و سازنده داخلی و خارجی و دیگری از طریق حق تعیین سرنوشت مردم به‌عنوان بخشی از تعامل با دیگر دولت‌ها، دیپلماسی عمومی، صلح دموکراتیک، فرهنگی سیاسی، مشروعیت و امنیت نرم و قدرت نرم... بسترساز نقش انتخابات در روابط بین دولت‌ها است. The role of elections in relations between states based on Alexander Wendt's social constructivism theory Parviz Tavakolnia Abstract Elections as a democratic mechanism and one the factors of the right to self-determination led the present study to answer the question of how elections affect relations between governments through the studytexts, sources, and opinions of experts. As a hypothesis and answer to question, first, Alexander Wendt's social constructivism theory and its most important assumptions, intellectual axes, and ontology were examined with an analytical method. Then, in form a claim for methodological nature constructivism as a theory and research method in international relations, it was concluded that Alexander Wendt's constructivism theory, because it is based on social context and semantic nuance, and emphasizes structures, intellectual and cultural factors, norms, and identity in international relations, and elections are influenced by and affect above factors in two ways: one is the demonstration democratic norms, including free and fair elections, institutionalized participation and competition, peaceful acquisition and transfer power, and the creation of different and constructive domestic and foreign policies; and other is through the right of people to determine their destiny as part of interaction with other states, public diplomacy, democratic peac political culture،legitimacy and soft securit، and soft power It is the basis for role of elections in relations between states.
